Just curious why everyone seems to think there are abundant IT jobs in Phoenix? If you are referring to $10-$12 per hour help desk jobs answering phones, then yes, there are lots of those. Also, there are many IT Fab jobs (factory-type work) manufacturing chips, etc. But if you are referring to LAN/WAN Administrator Intel/Cisco Web type of jobs, then where are they? I don't see them listed in the newspapers or on any of the job sites. Yes, Google is here now and did a lot of good hiring, and there are some jobs from time to time up in North Scottsdale -- but try applying for one of those. You will be lucky if you are even notified that your application/resume was received, let alone scheduled for an interview. Most of these job postings get hundreds of applicants per job posting.

From reading the want ads the last few weeks I have seen LOTS of IT jobs!
$800 for an apartment will do you well, lots of places have "move in specials" where you can get into the apartment for $99 to $100. Lots of nice apartment complexes with facilities to enjoy. Not real familiar with the best areas since I am new to the area myself. Good luck. SpeedyAZ generally gives great advice to consider.
