I think I know what you are talking about. The city of Goodyear, Avondale, etc had LONG TERM zoning and planning "hopes" for a mall when the time was right and when a sustainable population was in place; however, that was not intended to declare that one was even in the actual physical planning phase or that a developer was interested. That didn't happen until after 2006. I think it will open but not in 2011. I believe they open in phases since this concept will allow for open air construction. If it is like the Biltmore it can expand with time and when it makes sense.

now that the contruction is mostly over on the I-10, will it be easier to get into downtown phoenix at peak hours?

Sort of. The construction completes next spring I believe and that will clear out the congestion that built up at Dysart. But further in, just past the 101 interchange, is another rush hour bottleneck and that will not be helped at all. I should help a lot on the trip back though as it was a mess coming toward Goodyear and that will clear up completely around 99th Ave. (for a few years).

yeah - on the way back it will be nice - even before the construction it was a mess with the HOV lane ending, the 101 spilling in and then dropping to 2 lanes at dysart and in the mornings it would be tight until you cleared dysart

now it should be clear until you hit about 83rd ave in the morning and on the way back once you get to about 59th to 67th ave it should be smooth the rest of the way

getting on the loop should be easier as well (and the north bound 101 is wide open in the morning until you curve around to the West to East segment) - main issue is people who don't realize that they can drive the on-ramp at more than 15 mph, which will not be helped at all by this

but coming home on the 101 should be much easier with more room when you connect to the 10

Certainly not for very long. It will simply encourage more people to move even farther out in the middle of nowhere and clog up the reads even more. That is the pattern here.

No WestCor's sign was up listing the stores years before I moved out in 2005,
I'm sure the West Valley View could reference articles about it. It was one of the selling points at PebbleCreek a decade ago.
Of course WestCor is great for building a new mall across the street from another mall that is only half occupied.
I wouldn't hold my breath until they find an anchor either. Originally it was supposed to be Nordstrum, then Macy's, no one is expanding in this market.

Yeah. I'm sure Westcor has OWNED the property since around the time they started building Palm Valley. But, the actual planning phases of the mall are more recent than that.

Everyone feels their part of the city is the best and that reflects well upon the valley because it's true, so many areas are great. It comes down to a personality thing. Drive around, see the areas and decide for yourself what feels good to you. I personally love the West Chandler- East Ahwautukee area. I lived in Scottsdale and Glendale before this and for me personally, I couldn't live anywhere else. I like Chandler because it's diverse and really upscale at the same time.

The signs were for Estrella Marketplace (shopping center with Target, Toy's R Us, BevMO, etc. Estrella Falls (the MALL) is a much more recent development and wasn't even a thought before 2006 by Westcor or any mall developer. It would be nice to have a Nordstrom in the west valley for you guys! The only place/anchor expanding is the Biltmore and Scottsdale Fashion Square. Barney's New York is opening up soon and I CAN'T WAIT!!! The other expanding "shopping" and entertainment center will be CityScape downtown and I'm very excited about that!
