It’s not just any brown cloud it’s real estate looking for a place to settle down when the prices get back to normal.

It's people in the real estate industry who are too cheap to take minor steps to curb the dust they create; really burdensome things like using water around the sites and not building on really windy days. God forbid the builders would have to spend a little extra when building those shabbily constructured tract homes.

Or the lawn care people who are too cheap to have their employees (most who are probably illegal immigrants btw) use a broom, so they INSIST on using blowers which also adds to the particulates in the air.

Of course, Phoenix depends on these VITAL industries and if we raised their costs slightly to protect everyone's health they wouldn't be able to hire as many illegal immigrants.
