Just enforce the laws as they exist, IMHO. If someone is not paying attention and clips someone causes an accident or looks like they are dangerous....they should get a ticket or get thrown in jail.

Why wait for an accident to occur? I can drive drunk and not cause an accident 99% of the time too. Should that be legal?
I ride a motorcycle most of the time and it's amazing the stuff you notice when on a bike, which requires several times the amount of attention and coordination of driving a car. I work from home now, so I don't commute anymore. But when I was riding in heavy traffic a while back, I was sorely tempted to buy a cell phone jammer and run it from my tank bag. I can't remember the last time I saw someone here use a turn signal. A few weeks ago I was almost hit by a cop who made a left turn coming at me, no turn signal and was talking on his cell phone. In Virginia I remember seeing a guy driving a truck while eating a bowl of cereal. How does one do that? I mean, I can see trying to eat it and steer with your knees. But do you bring a carton of milk and a spoon along in the car too?
If I were king for a day, ANY kind of driving while distracted would be a felony and strictly enforced. And those people could cut their sentence down if they agreed to only ride a motorcycle for the next year. That would thin the herd a bit, cut down on traffic, reduce fuel consumption and teach those idiots how dangerous they were to others.
I don't know why people are allowed to put other people's lives at risk by not paying attention while at the helm of a several thousand pound vehicle. Yet if I fire my pistol randomly in the air, I get in trouble for it. What's the difference?

For six years, I have been driving and using my cell phone at the same time. Sometimes, I drive, eat, and use the cell phone at the same time. I drive with my knee. Sometimes I drive with my knee while I'm doing absolutely nothing else. I do it just because I am comfortable doing it.
In college, I studied while driving. I know people who have written papers while driving.
I have been in one accident. I was driving, not eating, not on the phone, paying total attention to the road, and someone else ran a red light.
It's not always distractions that cause wrecks. Its people who are generally too unaware or just plain unintelligent to be behind the wheel.
I don't speed. I use signals. I always look both ways. I don't run red lights, I don't go through yellow lights. I don't pull out into the middle of the intersections to wait for a chance a chance to turn like I see so many people do here in Phoenix, and I see so many wrecks almost happen.
I have seen people here speed up like they were almost trying to hit someone who pulled out in front of them. I see people swerving in and out of stop and go traffic like they are really going to get somewhere faster.
Its ridiculous.
And its even more ridiculous that people want to take away my ability to use the cell phone while driving because of a bunch of studies that clearly don't apply across the board.
I am busy, and I don't see any reason why I can't use the time I spend commuting to make calls that need to be made. Futhermore, I like 5 minutes from work, but it takes me between 15 to 30 minutes to get there because traffic is ridiculous. That is 25 minutes of my time wasted for no reason. So I can't make a call during this time? Who is going to give me my 25 minutes back?

Talking on a cell phone is not as much as a problem as people who cannot wait to see who is calling them, so they take their eyes off the road trying to hit the right button and sometimes rear end the car in front of them.

Requirement to have a hands free device while driving is coming to your neighborhood soon
AND, it will be a primary stop if you are observed on a cell phone while driving ala California

I think the real problem is people attempting to text while driving, I see countless people on the freeway and roadways trying to text and drive, they usually slow down 5-10mph, go in and out of the lane, and don't really pay attention to the road at all.
I was almost side swiped today!
