My wife taught in a Maryvale school (Cartwright) for 2 years and made the jump to Surprise this year because she said "It was just too sad".
There is a reason the Maryvale districts pay teachers more money, and I'm guessing from the reponses you've gotten here you understand that now.
Don't move anywhere between about 25th ave & 75th ave.
Farther west there isnt great public transit, but there are nice neighborhoods in Litchfield Park, Avondale & Goodyear.
If you want a nice Neighborhood to the east look east of Central, I used to live at 24th & Thomas and there was great public transit and a quiet safe neighborhood.
