Passion fruit growing in Sun City West (Phoenix: rating, green)

We have a passion fruit plant that has been growing abundantly for two years producing many strong vines and luscious green leaves but no flowers or fruit. Since we planted it for fruit production this has been very disappointing and frustrating. Can anyone tell us what the problem is and what needs to be done to solve the problem?
