Go to a nursery and buy an inflatable snake. Throw it in the pool and birds, (rabbits/natural enemies, etc.,) will stay away as long as it isn't in the same spot all the time.

This will scare more than ducks. My mom, as a kid, put something similar in an old lady's bed and the woman almost died from a heart attack.

We live on the lake in Val Vista Lakes and occasionally a pair of ducks will use our pool. We don't mind, it's kind of neat. They don't do any damage at all.
