I am planning on leaving my vehicle in a friends garage as when I leave the country for 12-18 months. I contacted AZ MVD and they said I just need to fill in a registration penalty fee waiver form when I return.

This just seems too easy, I would have thought they would want to know before I left as I will not be paying any registration fees.

Has anyone ever done anything similar?

You're over thinking it. Just save your plane ticket as proof of when u were out of the country and listen to mvd's advice
