Does anyone know what method this style of photoshop processing is called? Or a good tutorial on this style?

Hard to say for sure. Possibly a combination of different processing methods. It does look like there is some HDR processing involved, though. You might be able to e-mail the photographer, and ask.

Topaz Labs makes a bunch of photo processing programs that can produce these types of effects. I think (not really sure) the basic "Topaz Adjust" program is what many people use. Although this type of processing has become quite popular, it is not really my style, so I honestly don't know much about it.

I agree, there's definitely some HDR or HDR-effects - perhaps also a "paint" effect.
