I love my Canon Powershot SX200 IS. It's the 2nd digital point and shoot I've owned -- I think I got it 4 or 5 years ago. Takes great pictures and videos, nice large display on the back. Small enough for my pocket or purse, but not too small that it's hard to handle (I've got large hands). Most of the time I just have it on the "auto" setting and it does the rest.
It doesn't take regular batteries, so I bought an extra camera battery to keep in the charger all the time. I just take out the memory card, pop it into my laptop and copy the photos onto my hard drive and delete them from the SD card. When I took it on vacation, I just had several cards with me.
She can take the SD card to any drugstore/Walmart, pop it into their machine and select photos to print. OR, while at home, upload them to their photo site and order them online (look for coupons). They email you when the pictures are ready. I like Walgreen's site -- I ask for next day, but they're usually done in less than an hour!
Cameras in this price range don't vary much in quality, pretty much anything will do, especially if she is not fussy about image quality. The main thing is making sure it's the right size for her, right amount of zoom, and that the interface works for her, is easy to use, etc.
Check out the camera feature search at Digital Photography Review. Since she is used to a camera phone, I would go with what they define as "ultra compact" - select any other features you think she might like and then sort the results by price, lowest to highest. I would also find out what she means by wanting to print pictures instead of emailing them. Perhaps she is talking about emailing pictures to other people instead of printing them out and showing/giving them to people? Because there are certainly ways to print photos taken by a phone. But figuring out what she means may allow you to choose the right camera for her. She could get a small photo printer herself and if her camera is compatible, plug it straight into the printer and print. There's all kinds of options so figure out what she means.

Yes, I understand, my point was that it is not difficult to print photos taken with a phone (with iPhones especially, just plug the phone into the computer and move the photos to the computer hard drive or a disk or whatever for printing) so I was wondering what exactly it is about a point and shoot camera that makes her want it for printing.

It's simply easier. Throw the camera in the car, head up to your local drug store, take out the card, plug into the printer, and have at it. If you are talking about printing at home, well, I don't even bother with that...paper is too expensive and I can't print at home as nice as I get from a good commercial photo printer. And camera-quality images will give much better quality pictures when enlarging, as well.
Seriously, I would never bother printing anything I took with my phone, unless it was a really lucky shot.
