Canon 5DII on a tripod
Tokina 16-28mm f/2.8 lens at 16mm, manual focus to infinite
640 to 800 ISO at 10-second exposure
Underexposed a little to avoid blowing the highlights, and then increasing the brightness a little while maintaining the highlights slightly low in CS6
