That Strip project would continue to turn that area into a real residential cluster (with the Otto Milk project coming along as well). It also seems like the ideal place to use the bicycle-parking law mentioned in the article.

I agree that area between Station Square and the heart of the South Side Flats seems grossly underutilized, but of course there is tons of convenient land near Downtown in multiple directions that is waiting to be redeveloped. I think the global answer for why it has taken so long is that the steel bust hit a 25-year snooze button on urban redevelopment in Pittsburgh, so lots of prime locations remain available.
