I hear there are a bunch of Texan babies coming up to work on shale rigs.

Incidentally, rankings like these are always going to be highly questionable methodologically (although sometimes the underlying data is interesting). Nonetheless, I personally think it is true that Pittsburgh is a pretty nice city in which to be raising a baby. There are lots of things to do (both in terms of big things like the Zoo, Children's Museum, and so forth, but also small things like a lot of cool playgrounds, places to take stroller walks, and so on), good medical options, relatively inexpensive housing, and so on. And Pennsylvania is also pretty good about various forms of assistance for low-income parents.
