Back when it fell apart, the Cultural Trust just said they were suspending the project, not canceling it. On the other hand, they also broke apart with their designer and developer, said they needed to rethink the nature of the project, and have no financing.

I think the line between suspended and canceled in a case like that is more philosophical than practical. To restart, they would likely need to get a new developer, work up a new design, and get financing, which is all the things anyone else would have to do to start a completely new project.
