When I was living in Penn Hills, that building was meticulously maintained, but that was back in the 1980-s and 90's. I have no idea what it's like today. I did find on the internet that Penn Arbors accepts Section 8 tenants - however it is restricted to people with disabilities and the elderly. On a document from the Penn Hills Municipality website, I found that 13 out of the 124 units are handicapped accessable. It said that it is NOT a multi family Section 8 building - just for single people. Also, according to the document, it does seem that that Penn Arbors contributes highly to that neighborhood's low income population - which leads me to believe that the majority of the tenants are Section 8 approved.

I would go and check out the place and see what it's like. If you fall into the Senior Citizen age bracket, I would also check out Jefferson Manor or Duff Manor in Penn Hills. They are Section 8 approved, but they are for single, elderly people only.
