Nice photo of the church AA. I am saddened by the demolishment-I thought the church was such a cool element of the neighborhood. That's too bad it couldn't be saved.

I don't believe that you have to be a city resident - I misspoke - you just have to have a clean record. No back taxes, no leins, anything like that. It is a bit of a political situation, depending on what part of the city you're in, and I would strongly advise doing your due diligence. Make sure that you know everything about that building! Find the closest community non-profit and work with them, talk to the local rep and get them behind you. If the building is an emergency and you can (and have the time and funds) to save and rehab it, your neighborhood non profit can assist in the purchase. That's usually pretty speedy ... less than a year.
