Hi. We have some remodeling in mind and i am not sure what I need to get permit for:
- want to knock down the wall between kitchen and dining
- move some electrical outlets
- finish up the attic into a 4th bedroom
Any suggestions are greatly appreciated.

Probably. And look out for possible gotcha issues like needing to update the entire kitchen to current code. I'm not sure that will be the case for your project, but it could be.

Code enforcement and permitting are done at the municipal level so that is the level of government you would need to contact.

It all depends. Do you need your taxes to go up?

To do that kind of work, it would be highly likely that you'd need a permit.

PA is surprisingly lax about permit requirements, but adding a bedroom is definitely one I think would be required. PA requires permits for any structural changes, which an attic addition usually implies unless it is one of those older homes with a nearly finished attic. The more established municipalities also have some ridiculous permit requirements. The most bizarre one I've seen is Upper St. Clair. They officially require an electric and building permit to install a satellite dish. WTF? Just one thing to note. Even if you are not required by PA or local law to pull a permit for a specific job, you are required to work to code. As another poster said, that can mean major updates if you're redoing a kitchen or some existing part of the house.

Of course you can always risk not getting a permit and hope for the best! (I don't recommend you do that)

Thank you all for your answers. The house in question is in the city of Pittsburgh. Right now I want to do the kicthe, which implies cabinets to be replaced. Where do i get permisssion for that at? Thanks.

I think any contractor would be able to tell you if you need permits for the work being planned.
If this is a D-I-Y project, then yes, you'll need to check with these guys:
