I'm not really the person to know for certian info on Beaver County, but here we go:
*Baden, PA overall appears to be a relativly suburban working class to lower-middle class rivertown in Beaver County, PA.
*It is definitely is safer than ol' "Quipp" (Aliquippa, PA) across the river, plus a notable amount less rough/safer than Ambridge, PA down the road; but I think there's a low-income housing facility off Harmony Road... Yet even though I can safely say that I know where all of the crime spots in Allegheny-Beaver Counties I've heard 'nutin on those section 8 apartments and I found 'em on mapquest.. So I'm assuming that they're not that bad...
*Harmony Township, Economy & Conway also border/are close to Baden and seem to be nice/safe lil' areas too.
~that's all I know or atleast think I know

Baden is an old town along the Ohio River in Beaver County. It's maybe 4? miles (no more than 5) north of the Allegheny County line, past Ambridge. I wouldn't say it really has a riverfront because you have the Rt 65 4-lane highway there and railroad tracks with heavy rail traffic between the town and the river.

As far as I know like most towns around this vicinity (I live up the hill from there) it's safe with low crime. It's likely there are plenty of other retired folks around. Baden is very small with very little shopping right in town, though there is an Aldi out off Rt 65 behind the Sheetz. There's also a library in town and I seem to recall some kind of coffee/donut shop but not sure if that's still there. There's a really old and small Giant Eagle just up Rt 65 in Northern Lights shopping center (which is mostly empty apart from some dollar stores and the state store). So I'd say you probably want a car, so it wouldn't really be great if they're not still driving. Other than that it should be fine.
