Unfortunately this is true. Most of these people are assessed under their market value, but will still appeal, clogging the system. The worst part is that most of these people have been way under assessed for most of the last 10 years. The reason for the reassessment, is to properly distribute the tax burden, and these people are trying to avoid paying their fair share.

Agreed, my house is currently under assessed IMHO, I'll be curious as to my new one. Take away the school millage and no one would complain.

Check out the nullspace blog from Chris Briem at Pitt for the best information on the whole assessment. Fortunately, the TV news has started to pick up on his research. He ran the numbers for the whole city, since those figures were already released. My house went up 44%, so I'm either staying the same or paying less in taxes. My assessment was right in the range of what the house would probably sell for, give or take $10,000 either way.
