Ice tends to be clear, so I'm not sure why it is only hard to see when it is on asphalt. Is the ice on your sidewalk "gray ice"?

I can only guess it's because it happens most often when the roads are already wet, and it blends in visually.

I've had experiences with it in cars on multiple occasions, 95% of the time it's on bridges.
