Where is this Target and what did it take over?
I know the address is 6241 Penn, what was there?
Is it at the corner across from the busway?

Yes it sits where one of the Towers stood, at Penn Circle East and Broad Street

I haven't been home in 3 years.
I can't imagine why that is except that I keep spending my vacation time traveling in Europe.

My brother who lives in NC could not imagine where it was either. He saw it for the first time over the Easter weekend and was highly impressed with the location and the surrounding redevelopment.

Wait--chielgirl been dissing the recent progress in East Liberty and she hasn't even seen in it in three years?

I'm not asking her to recant anything, but she should really make a point of visiting if she is interested in these issues.

I haven't noticed her saying that. I have noticed her talking about how unsafe southern Highland Park is. While we have a local who lives in Alpha Terrace telling us the northern blocks in East Liberty are already pretty much gentrified.

Hmm...who should we trust?

Pretty funny.

Also I don't live in alpha terrace. I have a property there that I rent out. The tenants are a Math PhD, a Nurses aide, and a computer programmer.

That area isn't perfect and isn't crimeless, but neither is Shadyside or sq hill.

I live a few blocks north in highland park but I'm re-doing a place south of stanton to live in.

Unfortunately, it isn't as diverse as it should be. It is diverse in the sense that it is mostly people who are moving from outside of Pgh. Many have only been here in Pgh for 3 years or less. Most don't have the pre-conceived ideas about East Liberty that Pgh Natives or even people who have been here for 5-10 years have. Some grew up in Pgh, left for a while and then moved back. There are a few Europeans who bought. There are a lot of young professionals - Professors, Google programmer, a Judge, PNC financial analyst, Cardiologist, Construction manager, Psychologist, a few nurses, performing arts E.D., computer programmer, Policy consultant, Restauranteur, small biz owner, Community developer, etc.

It isn't population replacement in the same sense as gentrifying areas in other cities because it is "in-fill" housing. They are turning the vacant properties into nice, higher end, single family housing.

There are a lot of older black and white home owners in that area and they are benefiting the most from the redevelopment. The median price on those 8-10 blocks 5 years ago was less than 50k. Now (excluding the 30k sheriff sales that East Liberty Development purchases and that later get redeveloped) the median sales price is in the mid to upper 200k range.

My partners and I have an anti-displacement yet pro development attitude. We buy buildings and don't raise the rents or chase the tenants out as long as they pay and don't cause problems. I had 2 move out so far because the units were sub-par living conditions within 2 months of owning the buildings. I went in, rehabbed and raised the rent by 50-100%. I've also evicted two different women. Both were nice enough, but were taking advantage of the situation and not paying. One was 2 months behind with her $140 portion of her section 8 rent. She bought a flat screen tv, but couldn't pay her rent so she was tossed. After a substantial rehab, that unit rents for almost twice what she was paying. The other woman I evicted was 9 months behind in rent when I bought the building. I told her it was a fresh start and to pay her rent and she'll be able to stay. After not paying again, I took her to the magistrate and had her evicted. The unit was gutted and I had a lease signed before construction even started by a young doctor for almost twice what I was getting before. I'd probably get the same ROI if I kept it the same, but I couldn't live with myself renting something so ****ty to a human.

The one apartment had 10+ year old dirty carpet. Under it was vinyl tile. Under that was 1/4" plywood. Under that was another layer of 20+ year old carpeting. The apartment smelled so bad until that was all removed.

That new area east of collins is well managed mixed income & affordable housing. The affordable units are for people who pass background checks and screening, but don't make a lot of money. This has proven to be pretty successful so far. It has been successful in parts of the Hill District that are pretty isolated. This is right in the middle of what will be a booming business district.

This is the first phase in tying East Liberty to Larimer again. There are plans to rebuild Larimer over the next 10-20 years. Part of that is what they call "right sizing" meaning that they are going to make the neighborhood a lot smaller than it currently is. They may possibly turn a lot of the area into park space, connected to Highland Park, with infill housing and rehabbing in the rest.

From what I understand, that building is owned by the largest real estate holdings company in the US. The owners wanted to put a wal-mart there and the community group fought it. This was 10 years ago. It probably will be razed in the next decade and turned into something more expansive. For now, it isn't a problem and it does have some green space. There's enough vacant space and vacant property that could be developed around it.

A big issue is the first 3 blocks of N Negley on the west side. There's an old service station, the A-Plus is pretty junky, and there's a lot of vacant space. Eventually that'll be developed into something, likely mixed use.
