I agree with other commenters that "bowed/cracked" foundation walls are very common in the Pittsburgh area. Also, Matthews is a very reputable company and one of the most competent contractors for this type of work in the area. As to the bid price, I cannot say if it is fair or not.

Perhaps if you buy and as some point decide to sell, a perspective buyer may choose use this to reduce the sale price. They will find something to do this regardless. If the problem is addressed and their work guarenteed, I wouldn't worry.

One thing I found out I could not negotiate with was a bad foundation. I had never run into foundation issues until we moved to Pittsburgh. We found the perfect house but decided not to buy it because the foundation was pretty iffy. It can be so expensive down the road.
