PA will not send out an absentee ballot unless a voter first completes (and mails) an absentee ballot application. A person cannot request an absentee ballot in PA unless they're registered in that state. Is your friend registered in VA and PA? If so, that's illegal. Your friend should have notified PA that he/she had moved and had reregistered.

The New York Times' Bill Keller is in favor of a national id card. His arguments make sense and it would go a long way to solving the voter id issue as well

If the voter is required to self police themselves from getting multiple ballots to vote on that = a problem.

If I recall you are required to show ID the first time you vote in a new area, that requirement should have had people up in arms as well as disenfranchising voters.

You might not need ID for every bank transaction, but you most definately do to have opened the account in the first place.

Is that true if, say, it was a joint account at the time? And of course that could have been years ago, moves ago, and so forth.

Perhaps so, but among other things the new law has reduced the field of acceptable IDs, and of course there are many long-time voters known by their polling officials.

That's never been enforced any time I have ever voted either in any new area. http://www.votespa.com/portal/server..._voters/585297

Either way you're right, the merits of the law are less relevant at this point then is making sure everyone that wishes to vote knows what they need in order to do so.

Yeah, our recent discussion is useful in my mind more just to help identify people we know who might not have the necessary ID yet. For example, married or formerly married people who don't drive these days is a pretty common scenario around here.

At the hospital. When using health insurance, the hospital requires photo identification to deter insurance fraud. Apparently, some people without health insurance use cards of friends and family members with their permission.

Same here and I didn't think my bank was the only one who didn't require ID for deposits. I rarely set foot into a bank. The only times I use my ID now is when I'm buying alcohol. My mom opened my current bank account when I was really young so I haven't had to use ID for that. Or for opening my current USAA account, which I also got through my parents.
