...do I have to move my car if my street cleaning is usually scheduled on the first Monday, when that Monday is Labor Day? If not, what is the policy for holidays?

This is the closest to an answer I could find, and it refers to garbage pick-up: Collection Schedules

Better safe than sorry. Even if the street is pristine they will send the sweeper through, along with a parking authority lackey to ticket you to help fund the pension program. ...However, I'm inclined to think they are not working tomorrow and will skip the street this time. They may ticket you anyway, just for the fun of it.

California, PA got in trouble a couple of year's ago because the street cleaner they had broke & was not being used yet they were still ticketing on 'street cleaner days' for cars parked there.

I'm certain it won't be working on a holiday. With as cash strapped as our boroughs, townships, and cities are, there won't be anyone working.
