Why are there those tiny parcels between Second and Water Street? Was that a planned shantytown area for the poor or something.

interesting. perhaps 6th st (formerly pitt st) could become clemente st. anyway, I tend to agree with you, the current scheme is more confusing than is necessary, the old scheme recognized there were two street grids and strove to differentiate them.

echaton-people lived in small houses then and I suppose they made provision for that. or maybe the shanty towns were already in existance on that side and they were attempting to incorporate them in plots they could afford.
