Parking on Atwood is atrocious. I hope his car is a beater, because if he brings it, it soon will be. Atwood especially is just a nightmare. It will be a rare occasion for him to get a spot right in front of his apartment. If he has the room in his budget, he should look at getting a lease for a parking spot somewhere nearby. Sorry I don't have any recommendations.

And then in the wintertime when it snows... getting a car out is a nightmare, and getting a spot is even worse.

So a couple of things to verify on your end - will the landlord give him a permit? Often, a property only has access to a certain number of permits (usually I believe the number of legal occupants but I'm not totally sure about this...). If he can't be guaranteed a permit, forget it - it will be impossible to find parking, and they are vigilant about ticketing. Even with a permit, there are street sweeping days on most city streets, and the tickets for parking there add up quickly. Expect the car to get dented, dinged, side mirrors hit.

While I understand he may have to learn the hard way, there are always Zipcars to make large grocery runs - it makes much more sense than having a car in that area.

I agree that Zipcar may be the best option.

I work for a food delivery service that includes a few restaurants in/around Atwood Street, and parking has habitually been very tight in the 300-block of Atwood Street.

If your son insists on bringing his own car make sure:

a.) His sideview mirrors fold in; and
b.) Invest in a pair of "bumper guards".

I routinely see people parallel parking on Atwood and surrounding streets by doing the "bump".

I lived car-free in San Francisco during my college years and beyond. I would have used Zipcars if they had existed back then. Having a car in a place with lousy parking is a huge hassle. I had one of those foldable carts with wheels for grocery shopping and going to the laundromat. SF doesn't snow, but it does rain. And doing those particular chores in the pouring rain left a lot to be desired. I got by with my cart, buses, the occasional cab, and when I was a bit older, the occasional rental car. It was much cheaper and easier than owning a car in a city notorious for lack of parking.

I have an almost 19 and an almost 22 year old children and they too seem to know everything. In turn, they learn many things the hard way rather than taking my, IMHO, excellent advice.

I would also find out from your insurance agent how much his insurance would go up.

I will probably be calling Erie today, while the car is a 95, it's a good shape 95, will be contacting insurance company, and landlord concerning parking, and go from there.
