I really think you are going to have to go with vinyl with your budget. We did Vinyl on our house and had about the same number of windows and ours cam in a little over 10,000 from memory. Basically, about 450 a window. Where they get you is the Aluminum cap they put on the outside of the window.

We had Thermo Twin windows installed about 10 years ago. The warranty is phenomenal, if you need it. All windows are custom made by a local company at their facility in Oakmont. The prices quoted to us for the Anderson windows were nearly double the price. Pella and Anderson have relied upon their reputations, and you will find that quality control has eroded through the years. I cannot recommend Thermo Twin enough for quality, price, installation, and warranty.

I think if you repair the windows that can be saved, and only replace the ones that are beyond repair with high quality wooden replacements that match the character of the originals, you might come within your stated budget. It's definitely worth getting a couple quotes on this and shopping around.
