Have you been contacting agencies? If so, I'd only focus on smaller agencies - that focus on small business - or a single graphic designer. I will ask an agency friend if she has any local suggestions for freelancers.

Thanks! I am trying to find an independent or freelance. I'm fearing this might be like trying to find a contractor---nobody returns phone calls because they don't need the work due to our low cost of living.
