I'm not going to argue with this. I understand that people would rather live in Peters Township than somewhere in the Mon Valley. I just think it's a colossal waste of prime open space to utilize this land for new housing when essentially you're just picking up a dwindling population and spreading it thinner like butter.

Ok, let's try this again.

Population gain or loss not = migration only.

In Pittsburgh's case, natural change - births vs death is a significant issue because the steel collapse 30-40 years ago forced many to leave the region creating an odd demographic gap and the region "lost out" on a lot of births, causing the area to demographically age fast deaths to exceed births.

Few areas have this anomaly.

Generally speaking more people have moved to Washington county than from it in recent years.

I'm sure Washington County and Peters Township are happy to attract high income tax payers.

Because Peters, Cecil and North Strabane Townships aren't all there is in Washington County. Part of the county borders the Monongahela River, and includes decrepit towns like Monongahela, Donora, Charleroi and West Brownsville. And the rural southern and western parts of the county are more than likely dying as well.

Counties in Pennsylvania are typically large enough that there can be wide variances in population distribution and growth across them.

So let's just abandon towns in one half of the county, letting them decay, while plowing over farmland and woodlands in the other half of the county to start over?
