so the point floods, does that mean you can't build near the river?

Lots of buildings are built next to the rivers but are up high enough that they don't flood. The Morgan (Lincoln) complex was there in 2004 and didn't get any water as far as I know. Washington's Landing too.

no, the pictures mean this isn't possible.

presumably the first picture is 1936 after which a lot of money was spent to prevent it from happening again. the 2004 picture is just other picture of the point. is anyone arguing to build on the point?

perhaps of interest, the Pittsburgh Flood of 1936 appears to have actually been the Johnstown flood of 1936

Right. Miami should not build Oceanfront either due to Hurricanes. LA and San Francisco should refrain from building high rises because of earthquakes. The mentality of Pittsburgh has changed, but naysaying used to run rampant in these parts 15-20 years ago. Pittsburghers young and old had a cynical attitude about anything ambitious. It was always "Open the mills back up!" or "Fix some roads!" The reality of it all was they were afraid of progress. "We can't do this or we can't do that" For those of us in the minority who were more progressive in our thinking and saw the potential of this city, it was very frustrating. The worst part was politicians shooting ambitious projects down to appease their narrow-minded and/or elderly constituents. Their are still some of these folks around, but are less vocal and less prevalent. My point is people used to think of any and every reason NOT to build something that would help the city. Thank goodness this way of thinking does not run rampant as much as it used to in Pittsburgh.
