I know the town comes up relatively often here, as does the "walkable" areas, green space, etc. Thought this might be an interesting read:
Beaver was planned with the public in mind - Timesonline.com: 2015

I'm glad the people founding the town had such foresight instead of throwing things down wherever they could fit.

Seriously, the town's laid out like every simcity2000 game I ever started.

Default Beaver - well thought out

Beaver is a great little town. Not only is it well laid out with sidewalks and wide streets but it is completely flat and has a nice business district and benefits from being the county seat.

Somehow Beaver avoided the industrialization of nearly every river town in western PA. There are no brownfields to clean up, no rusting and abandoned factories. I'm not sure how this city got bypassed when they were building steel mills everywhere but it's a godsend to them today.
