I live in Murrysville,PA.
I plan to add foam boards and dry walls into my basement, and probably add some double pane windows to existing single pane windows. I also want to add a small concrete pad (6'x8') in front of my garage.
I know I need to call gas company before digging (for concrete pad). But do I need to get a permit if I do all the work by myself? If so, how to get the permit?
I tried this link The Municipality of Murrysville – Building Permit Application but I feel this link is not for my case.

Call them and ask. Each municipality has its own regulations. If a permit is required, it doesn't matter if you do it yourself or hire a contractor. The difference is that you likely won't have to show proof of liability insurance if you do it by yourself. Also, they may have to have you follow some building codes, especially for the basement. Just call Murrysville muni building and ask.

Call 811 for the utility location. You will probably need one for the concrete work, if the work is not structural you will not need a permit, some towns require a permit for windows.
