So what reason is your neighbor giving for insisting these doors be propped open?

Several tenants want the safety these provide and have told the guilty party.

No reason...he is the kind of person who parks in handicapped parking spaces.

What we are really looking for is what to do about the fire chief not taking action about this violation of the building code.

Go to a council meeting and address them that the fire chief and landlord is not doing anything about the open door issue. It can't hurt being it is an ordinance.

Try contacting county or state officials if the locals aren't handling a fire safety issue. As for the tenant personally, there are numerous ways to legally harass him back.

Who do I contact at the county or state? Who would have authority do anything about this?

Call our local for captain, a fire door is not going to do much in a fire especially if it is an older building. I would be more concerned about the building having enough smoke alarms, fire extinguishers and exit lighting.
