A fire can spread to neighboring homes.

I guarantee my rentals are maintained as well as any owner occupied dwelling.

I guarantee you don't rent anything in Oakland.

They ought to start citing every landlord that doesn't provide a bin for the tenants to put the trash out it. Theoretically, the tenants should use a trash bag, but they never seem to and I'm sick of the trash.

This problem exists probably everywhere. I have rentals all over the puget sound area of WA and they all require permits. An anual permit...with a hefty fee. Oh, and then they want to tax you on that revenue for doing nothing. They don't even do inspections. Frankly, the government is out of control. After all taxes, I'm essentially paying 50% of my income in taxes either in income, social security, property, sales, or additional income tax. If I lived in a state with income tax I would be paying closer to 60%. How is this fair? Especially when half the people in the US don't work and pay no taxes. Who do you think pays their way?
