They did the background check. Unless you think the entire notion of a forced resignation is unethical, then he did nothing wrong in listing his reason for separation as resignation. He was telling the truth. He has proven himself capable and confident before and since. I do not believe investigative journalism level of scrutiny should be a requirement for city officials. A background check is not a top secret security clearance.
