I'd look to that first and find the solution to whatever the problem is.
It is probably none of what you mention. Pittsburgh has good paying jobs available if you are in high tech or have decades of experience. I'm guessing SCR is not in high tech and is well under 45 years old. I have a lot of highly educated friends with college degrees still living and working in Pittsburgh. They are in their early to mid 30s. Every time I go home they constantly complain about their jobs, wages and lack of opportunity to advance. Yet they refuse to look in other cities because they are comfortable and want to live down the street from their mom and dad. I looked for a better opportunity for the better part of 3 years just in Pittsburgh. In mid 2014 I started searching outside of Pittsburgh. In February of 2015 my wife and I relocated elsewhere for better jobs. In 2016 I made 1,000 dollars more a year than my wife and I made combined living in Pittsburgh our last year, 2014. She also makes 10,000 more a year in her current job. Our move gave us a better lifestyle and the opportunity to start a family.

It is easy to play armchair QB. It is hard to leave. It was hard for us, but taking a chance paid great dividends. So I tell them to look elsewhere for work. If you don't like it you can always move back. It is draining when money is tight and are unable to advance. SCR just needs a reality check and go to a place where he can make a living

When I renewed my passport, I planned on getting a passport card as well. AAA pointed out a problem with the passport card. If you use a passport card to drive into Canada but then need to fly home quickly for some reason, you cannot fly with a passport card. AAA advised me to just get a passport and forget about considering a passport card.
