No, it wasn't. That poster was just going in on Ohio nobody had really talked bad about Pittsburgh or PA.

The Ohio Turnpike is a shining example how to run a well maintained cost effective travelway that benefits taxpayers. In contrast, the PA Turnpike is an insanely expensive, bloated, terrible condition road that nobody can afford to use.

There is nothing wrong with the PA Turnpike. The stretch between Pittsburgh and Cleveland was upgraded years ago and provides a pleasant ride. He may be referring to the 1986 version of the PA Turnpike. In a few years the entire stretch will be "new"..
