Pennsbury Village is a tiny borough completely enclosed by Robinson Township. It is exclusively made up of a condominium of townhouses built in 1973. Three years after its development, it ended up in a dispute with Robinson over sewage treatment fees, which resulted in its secession from the township in 1977. At the time of its "declaration of independence" it had a population of 798, which has since fallen to 667 - a decline which seems to be mostly due to a fall in the number of children at the complex.

As Pennsbury Village is just a condo development, there's not really that much to it other than winding circular roads and sets of townhouses. In the core of the development there's a community area, complete with tennis courts, a basketball court, a pool, playground, and the only restaurant in the borough - the Pennsbury Pub & Grille.

Given the borough and the condominium are geographically identical, I am very curious how they separate the functions of local government and the condo board - if they separate them at all. Looking online, it seems they share a common website for example.

If it's in a city or another borough, probably not. If it's in a township and has at least 500 residents, you can submit petitions and try and get the process rolling.

Years ago PV was a singles party place. I knew quite a few people that lived there, seemed to be pool parties all the time. Very affordable back then, even so today. I would never buy there, poor return on investment, the heating is shared by all units, and when the infrastructure goes bad, it's major assessment time.
