Default Medicare / Medicaid / Health Insurance

Hello All,

Anybody here know how to apply medicaid / medicare or any health insurances for 60 years old person ?

This is actually for my parents. They are 60 years old and not working.
They used to work at Hotels and Walmart, so no benefits or health care or retirement/pension or something like that.

They tried to apply medicare, but were not qualified because minimum age to apply for medicare is 65 years old.

Is there any other alternative medicaid or low cost health insurance they can buy ?

Please advice and help.

Adult Basic should cover them if Medicaid doesn't.
