I do, I know this section well, at least used to, though I don't think it's changed all that much. It's the city neighborhood just out of the West End, just out Chartiers Ave and Stueben St and up Lorenz Ave. Up Lorenz, up to the top is what they call the West End overlook, that has a great if a bit of a long distance angle of the city skyline.
Elliot was lower working class, and now has probably degenerated a bit. The public grade school was/is Thaddeus Stevens, (I went there for a year), the Catholic grade school is St. James down in the West End, the public high is Langley, out Chartiers, and the Catholic High is Canevin a few miles away in the Greentree City area.
The best things about Eliot? The convenience, the affordability, you can get into town in about ten minutes; you can probably get a three family home for under $75K. The worst things? There's some crime, some drugs, parts are a little rundown, the schools aren't the best, (though Canevin isn't bad, but is about $7K per year, and about a tenth the student body size it was.
I'd say if you are single, or a young couple, or a couple with very young, pre-school age kids, don't have a lot of money, and are just going to use this as a stepping stone to where you want to live long-term, then it's ok.
