Default Hill District new construction

I've read several threads about the Hill District and the majority seem to imply that it is NOT a safe place to live.I also read one or two claiming it to be an up and coming area.I was looking at some new construction in mid Hill District that looks pretty nice.I am wondering if any one knows about this project?32 new homes are being built.Any opinions to support that the area may be on its way up?

The Hill District will develop when the new arena gets built. Mellon Arena will be razed, and that will free up a lot of space for the lower hill to be developed, and hopefully the momentum will trickle up the through The Hill to Oakland. The Penguins own the development rights to the land on and around Mellon Arena. They will be working closely with Hill community groups and city planners alike. I fully anticipate an expansion of Downtown to this extensive property of buildings in the ten to thirty story range. I would like to see a new business distict on Centre Avenue across from the new arena.
