I went for a trail run in the park tonight after work and saw something very interesting.
There was an Allegheney County Sheriff in the parking lot with a K-9 German Shepard standing at the edge of the woods ensuring people were obeying the leash law.
Very nice to see.

The woman has the right to walk where she pleases. The owner must keep the dogs under control at all times and has no right to be angry. Which poses another question. Do I have the right to shoot a dog that is attacking me, if I feel the threat of bodily injury or my life is threatened?(I do have a CWP).

I'm glad to hear that. I'm a dog owner who goes to Frick Park and does believe that the leash laws should be enforced. My dog is only off-leash in the designated off-leash area. He is a well-trained, very friendly lab, but the rules are there to protect everyone, him included. There is a wooded park in Sewickley Heights that is designated off-leash everywhere except for within 100 yards of the parking lot. If I want to take a walk in the woods with my dog off-leash, we go there.

IMO, yes, you do have that right. I have a CHL as well and I would use it in a heartbeat if I thought someone I loved or myself were in imminent danger. Would I go off and shoot a little 50# or less dog that I could easily kick to the side if it were attacking me, nope. But common sense needs to come into play at some point.
If my 30# mutt was "attacking" someone, they would have the right to do what they thought was necessary to protect themselves. If they thought shooting it was the correct course of action, then so be it.
Our neighbors look forward to seeing our dog and so do their kids when we take our walks and none seem to mind our dog being off leash. She is a 30# mutt that is blind in one eye that would much rather have you pet her than anything else in the world. Strange toddlers have come up to her and pulled her ears, her tail, ripped hair from her and she has never batted an eye (at least her one good one) at any of it. My own kids love her to death but sometimes get rough with her and she doesn't even bark or growl at them. She just wanders off somewhere out of their reach. I feel confident she is 100% safe around any human. Squirrels and rabbits, on the other hand, better watch out.
I don't live in the city so things are a little different. There is a lot more space in the neighborhoods out this way and we take advantage of it. People who have out of control or should I say, hard to control dogs, usually keep them on leashes. Several other people have well behaved dogs that can walk around our neighborhood off leash or be loose in their yards and don't have any problems. Luckily, my dog happens to be one of those and I smile everytime my dog gets a compliment re: her behavior. Just something we can agree to disagree on.

You are in a dfferent area and your neighbors know your dog. It's a little different when I walk my 17# pom here in New Ken. There are a lot of strays and they would destroy my dog and/ or me, so I have to be careful when walking him.

My golden retreiver was attacked by a Great Dane that pulled away from its owner on a leash. I TOTALLY agree that dogs should be on a leash... but if people can't control their dogs regardless, it doesn't do much good...
