Same as Observatory Hill - it is still in the city. Try West View, Perrystown, or Bellevue.

Or if you want to live within the city limits, try Brighton Heights. It's right next to Bellevue.

Perry North is between Observatory Hill and The Mexican War Streets of the North Side. It has twice the problems (crime, boarded up buildings) But it has none of the charm of either of these areas. I'd stay away.
I agree with Hopes that Brighton Heights is much nicer, and parts of Observatory Hill are quite nice too.

Perry North includes Observatory Hill and Perry Hilltop (downhill from OH, uphill from the NS). OH is pretty nice, Perry Hilltop at lot more run down and higher crime. The dividing line is at Marshall Rd -- north of there is OH, south of there is Perry Hilltop.

IMO you have to go to these places and see how they feel to you. I recently looked for houses in OH, Brighton Heights, and Bellevue. My assessment of the three was: OH is mixed race, has a big section of fancier houses, and is home to more professionals; Bellevue is entirely white, the houses are closer together, and solidly working class; Brighton Heights has large sections of small 60s houses and is also working class white. I chose OH in large part because I personally find it's harder to cross class lines than race lines -- I felt OH was more amenable to weirdo intellectual types like we are.
