Default City tax for aliens in pittsburgh

Hi,

I am an international student in Pittsburgh in F1 visa. Am I considered resident of the city for the tax purpose (3%) or non-resident (1%)? I have been here for more than 5 years, so, I am considered US resident for federal tax purpose.

Are H1 visa holders considered resident?

In general, if you earned income working in the city of Pittsburgh, you are required to pay taxes on that income whether you are a "resident" or not. You may be exempt if you made less than a certain amount of money and/or paid taxes in excess of 1% to another municipality/country.

I called the city. They said 1% as long as I am on visa no matter where I live.

No offense but don't take the word of someone over the phone, even if they work for the city or county or whatever. The document is your best reference. I've gotten information from city and county employees that is just plain wrong.
