Default new in town

My brother and his family recently moved to Cranberry Township and I'd like to live near them.

I have 2 questions:

#1 I drove around the other day and stumbled on Historic Downtown Harmony. It's cute, but it could really be terrific. Is there a reason it looks kinda run-down?

#2 I've also looked at Zelie and Beaver. I'd love to find one of those cute, charming communities with little shops and such. I know Sewickley has some of that, but it's a little pricey, isn't it?

What's my chances?
