Does anyone have info on living in the city but renting an apartment in a suburb to get your kids into that school district? I assume I would have to claim the apartment as my main residence and pay local taxes to that district. Is there anything else you need to do?

Just owning property isn't good enought. It has to truly be your primary residence. You will get caught.

Maybe I'm misunderstanding. Do you mean owning a 2nd property and renting it out to other tenants? Or do you mean YOU would pay rent to a property to claim it as your main residence? I know people with those jobs. They live in the suburbs, rent a closet in their friends' city houses and install a phone line in the closet.
