There is the difference. ALL other places have a regular liquor license and East End doesn't. If you have growlers of a different company and want East End Beer you can get it at Beer Nutz on Freeport Road. There are probably other places as well.

According to that document, you must be a brewpub (meaning you have to brew your beer on-site and serve food) in order to fill growlers from other places. That's right from the horse's mouth, places like the one you listed are not brewpubs and are acting illegally. Which in my opinion they are totally justified in doing since these M.C. Escher-eque laws are so ridiculous.

That document pertains specifically to East End's situation. Since they already brew beer, if East End gets a brewpub license then they could refill other growlers.

It does not necessarily follow that it means that other places with the cafe-type licenses operating as bottle shops (I don't know all the classes of license, but I know the bottle shop places are typically operating with something in the restaurant class and not the bar class) are also not legally allowed to refill other growlers. That may in fact be true, but the letter to East End would not be conclusive for those other scenarios.

there are a handful of bottle shops that I've been to that fill growlers though I don't know what class of license. this would be one small part of the law to change, allow breweries to sell growlers without any additional licensing. (not to mention the right to self distribute as they choose)

I was going to make mead last summer but then decided not to because I didn't like it last time. Instead I used some of the honey I bought from a local farmer in a Honey IPA I brewed. It pretty much ferments out completely but that does raise the ABV quite a bit.
