It won't have anything going on, except for loud talking and fairly decent food, but Kaya's happy hour I think is somewhat unusual in that ALL drinks (except bottled beers, but doesn't sound like you care about that) are 1/2 off. Even if you eat dinner at a table, they'll take half off your glass of wine if it happens to be 5-7, Mon-Fri.

Sample drink menu from a couple years ago, not sure how much it has changed (why don't they update this?) Kaya * Island Cuisine in The Strip District

Not going to work as well if you're looking for somewhere to go later.

This is one of the more interesting cocktail menus in the city, I would think: http://www.yoritasouthside.com/cocktails_fall09.pdf so you get something good for your $8-10 at least. And the food's good too. But there won't be anything to do but eat and drink. (Well, there's a TV over the bar, but really.) It's very small.

Doesn't sound like what you're looking for I guess. Really, I don't think there are going to be many non-smoking bars that are not restaurants of some kind.

Backdrop bar in Baldwin next to fire station is a SMOKING bar until Jan 1 2017 when it WILL beNON-SMOKING as I was told on the phone TODAY tues Dec 27 2016.

Now where am I going to go New Years Eve fir a non smoking celebration?

Smile Backdraft bar a smoking bar til jan 1 2017

Ok so that's the nearest bar I can find off east Carson street...anyone know a non smoking dive bar on East Carson Street that has a New Year's Eve bash going on?
Not looking for exotic, just an affordable, relaxed dress code kind of place to go for New Years.

Hope the OP found a bar by now since this thread is from 2009! Um, that is around 8 years ago. If the OP didn't find one, I will offer to drive them around to make sure they do.
