I'm not sure about the safest in the entire world, but we aren't an area prone to major disasters and it sounds like we have a really good emergency response system in place, so I guess we might be up there. And in fact the one major historic disaster issue in the area--flooding--has been moderated significantly by flood control, and apparently based on the linked article we are continuing to work on that issue.
