I am going with both B and E.

Vastly incompetent is Obama described to the T and you have to add in what he is really trying to do which is described in E.

He seems more and more a fustrated leader that has had no results from spending money by the billions. He is mostly reduced to pointing fingers and threatening try to avoid the consequence of failed policies.Ist not woking and his prospects in dealing with those he has threaten isn't good for his remaining term.
